There are seven new rules for Civil Servants (civil servant) which is regulated in the ASN Bill. These rules concern recruitment, employee performance, to digitalization of management.
Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas said the first rule change, namely that the ASN Bill will regulate the recruitment process for State Civil Apparatus (ASN) more flexible, and no longer wait once a year or once every two years.
“The transformation of ASN recruitment and positions is designed to address organizations that must be agile and collaborative. During this time if there is a retirement, To recruit new employees, the cycle is waiting for an annual ritual. While sometimes there are teachers who die or... resign, so it has to be filled in first by honorary workers which then becomes a problem later on,” explained Anas as quoted from detikFinance.

Second change, ease of mobility for talented employees who were previously only based in big cities. In the new Law later, national talent mobility rules to close the talent gap.
“We know that talent is currently still concentrated in big cities. There's more than 130.000 formation for the 3T area on 2021 but not filled,” explained the former Regent of Banyuwangi.
Third, The ASN Bill will also regulate the acceleration of ASN competency development. Forward, the pattern is no longer classical and the learning scheme is made integrated.
“With this law will be made experiential learning, there's an internship, there is on the job training. We can even make it before sitting at the head of the department, must intern at a BUMN for a minimum of two months,” he said.
Fourth change rule, related to employee performance issues which are deemed not to fully reflect the organization's performance. Anas said the ASN Bill would regulate performance management to ensure the achievement of organizational goals, not individual ones.
Fifth, changes related to the arrangement of non-ASN or honorary personnel. Anas hopes that the new ASN Law can complete the arrangement of non-ASN personnel. “We have prepared several scenarios where, God willing, there will be common ground,” said Anas.
Next, The sixth change concerns the digitization of ASN management which will soon be realized with an integrated data system. According to Anas, problems that often occur because there is no integrated system data.
“In this new Law, Digital technology has been integrated since design. Digitalization is certainly not just an application, But mind set also no less important,” he said.
Last change, The ASN Bill will regulate strengthening work culture and institutional image, where ASN already has core value that is, have morals. The new law will regulate the simplification of basic values so that they are easy to operate, easy to understand, and applies the same in every agency.
