Waste Levy in Banyuwangi Becomes an Effective Regional Step to Improve Waste Management Services

INDONESIAN VOICE, BANYUWANGI – In an effort to improve waste management services, District government (district government) Banyuwangi through the Environmental Service (DLH) has succeeded in implementing effective measures by increasing waste levies.

Increasing waste levies in Banyuwangi is the district government's focus point, because of the expected positive impact on the sustainability of waste management services.

“This step is part of the regional government's strategy to create a clean and healthy environment," said the Acting Head of DLH Banyuwangi, Dwi Handayani, Thursday (21/12/2023).

With the implementation of increased waste levies, DLH Banyuwangi succeeded in gathering community support to play an active role in waste management.

"The increase in levy rates is expected to support investment in more modern and efficient waste management infrastructure,"added Yani, Dwi Handayani's nickname.

These efforts can be seen from the Banyuwangi Government which continues to try to collaborate with partners to build waste management infrastructure.

September 2023 then, The Banyuwangi Regency Government has inaugurated the Waste Processing Site (TPS) circular and integrated in Balak Village, Songgon District. The TPS can accommodate local waste 84 tons per day.

Moreover, currently the Banyuwangi Regency Government has started to implement the payment of waste levies in several areas. The basis for implementing the Waste Retribution is the mandate of the Government Regulation of 2018 81 Year 2012 concerning Management of Household Waste and Waste Similar to Household Waste.

The Banyuwangi Regency Government has a regulatory basis that regulates the collection of waste/cleaning levies, namely Banyuwangi Regent Regulation Number 27 Year 2023 Concerning Changes in the Amount of Waste/Cleaning Services Levy and Banyuwangi Regent Regulation Number 18 Year 2023 Concerning Service Tariffs at the Regional Public Service Agency for Waste Management in Banyuwangi Regency.

These regulations are a follow-up that has been implemented by Banyuwangi Regency to the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 7 Year 2021 concerning Procedures for calculating Retributions in the Implementation of Waste Management.

The tariff for waste management services consists of residential categories, business actors/business activities, kantor, and educational institutions. The division of areas for determining levies is based on location.

“The amount is based on the Regency Regulation 18 Year 2023 it covers the Kalipuro District area, Banyuwangi, Kabat, Rogojampi, Blimbingsari, Srono, Singojuruh, Songgon, perfect, Rooftile, Glenmore, and Boarding School. For other sub-districts based on Perbup 27 "In 2023," he explained.

The increase in waste levies is also accompanied by strengthening supervision of the implementation of these regulations. DLH ensures that this levy can be implemented effectively and transparently.

"We continue to provide outreach and assistance to the community in waste management. The community hopes, business entity, tourist attraction, health facilities, hotels/lodging and other activities/businesses utilize TPS Balak services to create a cleaner and healthier Banyuwangi Regency environment," said Yani.
