BANYUWANGI – Dozens of Village Heads (village head) who are members of the Association of Village Heads of Banyuwangi Regency (Askab) went to the Banyuwangi DPRD Office, Monday (26/2/2018) afternoon.

The Village Heads urged the issuance of a legal umbrella for the Complete Systematic Land Registration program (PTSL). They were present at the office of the people's representative in order to attend the hearing meeting that had been proposed previously, related to the discussion of the program at the National level.

Mura'i, deputy chairman of Askab, said, This was done because at this time a Presidential Instruction had been issued (Inpres) number 2 Year 2018, so it has to be translated.

"It means, as much 50 thousands of these fields must have a Regent Regulation (regional regulation). We don't want to hear about village heads or PTSL program implementers in other districts or cities, including Banyuwangi, stumbled on a problem, explained Mura'i, to a number of media.

Mura'i added, when implementing and translating the PTSL program, there are still many obstacles, so it is deemed necessary to urge the DPRD through the existing stake holders, especially the Banyuwangi Regent to immediately issue a Perbup. Because according to him, The Perbup is the legal umbrella.

"The SKB of the three ministers determines the PTSL fee of Rp 150 thousand fields. For the village head, can and cannot do it. Because need is relative, can be enough and not enough. Like material, Each statement must have a stamp, it is impossible for us to declare people's land and testify without a stamp. Not to mention the land stake that must be bought, It's impossible for us to suddenly set up stakes using a tree or a bottle, not to mention the cost of transportation, photocopy, and others,he explained.

From that, he urged DPRD to immediately coordinate and gather stake holders, because now it's February and PTSL is a people's need.

"We ask that our arrival at the DPRD office should not be interpreted as anything. Because it's urgent. This is our form of fear. Because in Presidential Instruction No 2 Year 2018 It is clear, if the one implementing PTSL is not Pokmas. But the officer. Who is that officer?, Yes, the village head and his devices," concluded Mura'i.

The presence of hundreds of village heads at the people's representative office was actually to attend a hearing regarding the issue of Complete Systematic Land Registration (PTSL). Because there was a miss communication, the agenda for the hearing could not be carried out.
