The Scarcity of Subsidized Fertilizers Continues

BANYUWANGI – The shortage of subsidized fertilizers experienced by Banyuwangi farmers is likely to continue. Because, suggested the Department of Agriculture, Forestry, and Plantation (DPKP) to the Ministry of Agriculture (Ministry of Agriculture) to get additional quota is not yet clear. In May 2014, DPKP Banyuwangi proposes additional fertilizer subsidies to the Director General of Facilities and Infrastructure of the Ministry of Agriculture through discussions on changes to the APBN 2014.

The submission submitted by the DPKP was based on the need for fertilizer and fertilizer quotas stipulated through a Governor Regulation (Governor Regulation) East Java is not balanced. In the year 2014 Banyuwangi gets as many subsidized fertilizers as many types 110.100 ton. The quota is contained in Governor Regulation No: 84 Year 2013. Of the total subsidized fertilizer allotment, urea fertilizer gets the most amount as much 52.468 ton.  

Until May 2014, realization of urea fertilizer has reached approx 29.653 tons or approx 56,52 percent. To meet the needs of the fertilizer, at the beginning of the year 2014 DPKP proposed the need for subsidized fertilizers of approx 148.850 tons more. Even though it has been proposed according to the needs of farmers, but the reality is only 52.468 just tons. "We are proposing as many subsidized urea fertilizers 72.357 tons more,"said the Head of DPKP Ikrori Hudanto through the Head of Food Crop Agriculture, Pratmadja Gunawan.

Pratmadja said, the limited allocation of subsidized fertilizers does not only occur in Banyuwangi, but almost evenly throughout Indonesia. The main cause is due to a decrease in the allocation of subsidized fertilizer from the Ministry of Agriculture of the Republic of Indonesia. To overcome the scarcity of fertilizers, Pratmadja said, they have taken several steps. The first is the relocation of time between districts, by allocating the next month's fertilizer quota in the current month.

"We allocate fertilizer quotas to sub-districts that are lacking. This policy has been implemented since 2014," he said. Besides that, DPKP also promotes socialization on the use of balanced fertilizers by recommending recommended doses 200 kg of urea fertilizer, 300 kg of Phonska fertilizer and 500 kg of organic fertilizer for every hectare. "We also promote socialization on the use of organic fertilizers,He said. Five types of subsidized fertilizers namely Urea, SP-36, FOR, NPK, dan or ganik.

While the most widely used by Banyuwangi farmers is urea fertilizer. DPKP analysis results, Farmers are used to using urea fertilizer, they object to using other subsidized fertilizers. Sukarni, 61, one farmer said, Farmers prefer urea fertilizer because the nitrogen content of each fertilizer is different. The highest nitrogen content is in urea fertilizer. "To get around the scarcity of fertilizers, farmers mix Phonska fertilizer with Z.A so that it has sufficient nitrogen content, but it takes twice the work” he explained. (radar)
